Warren is away this week having a well-deserved week off, so this time round Charlie, the No To Bike Parking Tax Press Spokesman, is writing instead.

It’s now been a year since the scheme was introduced, and contrary to what Cllr. Danny Chalkley told his fellow councillors, the opposition was not small, and it didn’t fizzle out. You’re still here, still fighting, and there is now real evidence that your voices are beginning to be heard.

On August 16th over a thousand of you joined for our Sunday demonstration to Westminster City Hall for what proved to be a highly symbolic gesture – people signed their names onto a giant legal summons in a show of peaceful direct action that simply cannot be ignored.

For those of us who have been working behind the scenes it meant a great deal to see that people are still there backing this campaign, and I can say without a doubt that the message will have got through to City Hall.

Next demo ride-out on 30th September 09…

The next ride in London is scheduled for the 30th September 2009 – there will be more details to follow as to our exact route and objectives, but keep the evening free and join us for what looks to be another spectacular day.

On that note, many have asked why the demos should continue… To paraphrase Anna Zee, Chairman of the BMF, without you coming out to protest on the street, we would not be where we are today.

Because of you, and these continuing demonstrations, we have the legal summons ready, and Chalkley is under fire from all quarters.

Because of you, other councils will be reconsidering the introduction of charges for powered two-wheelers.

And because of you, Westminster have delayed making the scheme permanent, and are completely silent on the issue of when it this will happen!! This is a concrete result, the ramifications of which we can all appreciate. As you can see on the Westminster City Council website (this page) the dates that were previously listed have been changed to now say "Decision made – August 2009 onwards".

We must keep up the pressure, and we need YOU to do that. So please, if you can, get to Westminster on the 30th Sept and show them you’re not going to give in!!

What else is happening behind the scenes?

We have had a great deal going on between these demos, with a lot of work being done to prepare the legal case, and uncover other shoddy activities by Westminster Council parking department. Obviously we can’t go into detail as to the specifics, but already there are issues that a court of law would be most interested in! All I can say is, watch this space…!

Between the demos, Warren has been meeting with representatives of the Taxpayer’s Alliance, Driver’s Alliance, and more, and has been in frequent contact with WCC’s legal department, who have been reticent to reply on many occasions!

In addition, the Freedom of Information Act has been used extensively to uncover the details of the scheme, how many Councillors are taking advantage of city wide free parking permits (while they choose to charge you), how much free kerbside space there really is in the borough, why Westminster is ignoring it’s residents, why traffic wardens are taking up so many parking spaces with their own vehicles, and much, much more here.

Submit your own FOI request now and keep up the pressure and keep ‘em busy!

So… the MCIA and Trade?

The MCIA (Motorcycle Industry Association) has been surprisingly quiet on this topic. While traders have been backing the campaign, both openly and behind the scenes, representatives of the MCIA have been implying that charging you to park is going to encourage you to use your bike! It may interest you to know that £10 from the sale of every new motorbike/scooter goes to these people. They are not listening to the people who generate their income – you. Annual motorcycle/scooter parking permits and PCN’s?

Many of you have been in touch to alert us to the fact that a) you received no reminder to renew your permit and b) you have been ticketed as a result. This is another example of Westminster Council shedding it’s responsibilities while continuing to take your money. APPEAL YOUR TICKETS, make them WORK for your money (or better still, don’t let them have it!), and HOLD them to account. They do not have free license to take advantage of shortcomings in their own system.

As a final thought, I’d like to thank every one of you who have come on demonstrations in the past and continue to support us today.

What we are seeing here is people standing up for themselves in a way that this country is not used to. Whether one is a rider or not, this campaign can and should serve as an example to all those who find their daily lives full of interference, money-grabs, annoyances and arrogance from their supposed representatives. You can effect change, you can have your say, and with perseverance, your voices will be heard.

Another victory – Permanent Decision DELAYED – official.

Many of you may have noticed the "unexplained" alteration to the implementation timetable published on the WCC website. The "permanent" decision, originally listed for 7th August with the permanent scheme listed for 17th have BOTH been deferred. Is the tide turning we ask? View the updated page here.

More good news – any of you paid a PCN for non-payment of the MCS? You may be due a refund.

It has come to the attention of our eagle-eyed researchers that serious questions need to be answered regarding the "novation" ( transferring) of legal responsibility for the performance of the Parking Enforcement Services Contract & the Vehicle Removals, Relocations & Pound Management Contract from National Car Parks Ltd to NCP Services Limited following the splitting into two of the main NCP Limited in March 2007. Whilst claiming it was done, WCC are still to provide concrete evidence with the possibility that, any delay would render any PCN/Removal/Clamp issued since March 2007 to the actual date the contract was novated unenforceable and thus REFUNDABLE. Watch this space…

Trade Supporters Scheme – how you can get involved

Whilst we have been assured spectacular support from Metropolis Motorcycles by way of donating 15p for every £1 you guys donate, and have had smaller but significant contributions from other traders, we still have been effectively ignored by the trade as a whole. We need your help by approaching the companies (a) who supplied your bike, (b) who service your bike, (c) who sold you your protective clothing, and (d) who arranged your insurance and for you to ask them directly…have they supported YOU, their customer, by donating to the legal fund.

Your Donations

Whilst the committee have been campaigning, organising, promoting and liaising totally unfunded and unpaid for the last 11 months, and, as you have seen above, are making great inroads into Westminster Council on everyone’s behalf, when it comes to the crunch, we can’t scrimp on the quality of legal expertise we need to see the job successfully through. If you haven’t donated the £10 (less than a tank of fuel for many of you) please, please, please….it’s not fair to rely on others to do it for you. It’s only £10 and there’s a good chance you’ll get at least £8 back. And remember, £10 from you adds another £1.50 from Metropolis Motorcycles.

Metropolis Motorcycles Diamond Campaign Supporter!

Following a meeting with head man Ian Waldock, we are delighted to announce that Metropolis Motorcycles will donate 15p for every £1 donated by riders (not trade donations), which will be backdated to the start i.e. we can bill them straight away for 15% of what we have collected so far (i.e. £16,562 x 15% = £2,484.30 immediately)

So, come on guys, lets really get out there encouraging donations!! and really let the other retailers hear about this any which way we can (letters to MCN mcn.letters@motorcyclenews.com thanking Metropolis Motorcycles wouldn’t go amiss!!)

Along with Metropolis Motorcycles we have had trade donations from Devitt Insurance, South London Motorrad, R.A.P Superbikes, R.AGIUS (Scooters) LTD  and BykaTryka so a big thank you to them for joining our fight against Westminster Council!

Ride out to demo on 16th August 09 from Hampshire and requests for others.

We have been contact by Tom Weise regarding a ride out taking place on Sun, 16th August 09 to the campaign demo, so if you are based in that area and would like to come up for the demo on the 16th, why not join them and all come up to London together, details are as follows: Leave Loomies (West Meon Hut A32/A272) @ 0830 Leave Fleet Services @ 0930.

On that note, if there are any other ride-outs taking place on the day of the demo with the aim of joining the demo, please reply to this email or contact us via our website with details and we will mention it on the next mass mail-out which goes to well over 7,000 supporters of the campaign.

We would like to thank all those that have donated their tank of fuel or more to the campaign legal fund, current total is almost £17,000, this is still off of our target of £50,000. You can view all the rider donors so far here on this page (you will need to scroll down below the green form).

Since each £1 of your donation is now worth more since Metropolis Motorcycles are now supporting the campaign and will add 15p for every £1 your donate, now is the time to donate if you have not donated already, for those that have been sending us questions regarding the legal fund, a Frequently Asked Questions page has been set up on the campaign website, read the FAQ’s here which should answer those, however you can still contact us here if you do have any more questions, we don’t bit!

Ace Cafe pre-demo meeting on Sun, 16th Aug before 11am.

For those of you that have been on our past demonstration, you will know that most occasions we pre-meet-up at the Ace Cafe before all riding in to London together to meet up with the rest of the riders. This next demo is no exception, the Ace Cafe are support the campaign and have once again agreed to host us on the morning of the 16th August, so if you are an early riser and want to plough in to London together with others join us at the Ace Cafe before 11am on Sunday, 16th August, we will then leave the Ace at 11am and head towards Golden Square, W1 to meet up with the others. For details on how to get there visit this page.

Demo route through Central London for Sun, 16th Aug.
Here is the route for the demo, it is the same as the 1st July demo. Meet Golden Square, W1 (12 Midday) then Beak Street (S) > Regent Street (S) > Haymarket > Trafalgar Sq > Whitehall > Around Parliament Square > Victoria Street outside Westminster Council City Hall.
